SF Marketing Activities posting without a Lead or Contact association

There are blank, meaning not assigned to a Lead or Contact, Marketing Activities being sent to Salesforce. We have SFDC Lead ID and SFDC Contact ID mapped in Eloqua and we have them as conditions on all Marketing Activities. [SFDC Contact ID is NOT blank OR SFDC Lead ID is NOT blank] Do you know why this could be happening?
