Suggestion Strength Value are not showing as expected While adding Suggested Candidates

Hi Team,

We are trying to create a new succession plan using Job Plan Type. So, While we are about to add Suggested Candidates, Suggestion Strength is not showing the correct values. We have created a job model profiles and added only Competency Content Sections in it. But, For the Employees, If Competency values are not added also, those employee is showing with the suggestion strength of 2.85/5. It should not show like this.

Please Update me how its Working and showing the Suggestion Strength as 2.85/5 eventhough employee has not added any competency values in his/her person profile.
