Unable to create OCI free tier account, After payment verification money getting debited from CC I am getting an error with default response and can't proceed further.

Hello Team,

I am trying to get an OCI free tier account but when trying to create the Account I am getting this error and am unable to proceed-

I have tried multiple times with different browsers, Even tried to add the same details like name,and address which are on the Credit Card Bill.

I have also tried to connect with the email provided but have not gotten any help from them attached below is the response from Oracle support -
