Why updating of Approval group isn't working?

Hello,

We have a journal rule defined where any journal amount below than 5Million should go to the approval group for the approval. There are two user defined in the approval group, which are parallel and both receives the notification for the approval. Either of the users can approve the approval.

We are asked to add one more user to the group, who should also receive the approval notification and any of the total three can approve the approval.

When I added the new user in the approval group, even after the new user to the group approves the approval, it still waits for the original approves to approve the journal approval.
