Restrict creation of Qualifications after an Initiative is Reviewed and Accepted

Hi Team,

There is a business requirement where for few instances where one time ad-hoc surveys (Initiative) are created to gather supplier responses, which business does not want to convert to a Qualification once the Initiatives are reviewed and accepted. Is there any way to restrict creation of Qualifications once an Initiative is reviewed and accepted.
