Request Button Vs Enrol Button for learning requiring approval

Summary:

We have 2 connecting learning issues relating to requesting learning following the implementation of Redwood for Learning.

Issue 1 : Courses requiring approval sometimes have the 'Request' button displayed on the course details and sometimes have the 'Enrol' button displayed.

Issue 2: The enrolment details form is showing when the learner self-service setting is not selected and therefore shouldn't generate for the learner.
Navigation:
(Course > manage default access > Learner Self-service settings > Enrollment Settings > Show Enrolment form : No)

Where 'Enrol' is displayed, the learner is taken directly to the available offerings page. I think would be correct if the course was self-service with no approval required, however, approval is required.
