Purchase requisition to be approved serially or in parallel according to the cost center allocation

I have the following requirement: The approval rules for purchase requisitions are based on cost centers. For each cost center, I have two (or more) different approvers ( for example 0 - 10000 and > 10000).
1 - If the requisition has only one cost center, the approval follows a serial process.
2 - If the requisition has more than one cost center, for example, X and Y, the approvals of the two approvers of X and the two approvers of Y occur serially. However, the approvers of Y do not need to wait for the approvers of X to finish their approval.
