Is there a way to default 'All managers' view in Allocate budgets screen

Summary:

While defining Workforce compensation plan, Worker-level budgeting is chosen. So when we try to act as Proxy manager and check thru <Plan name> —> Manage Budgets —> Allocate Budget screen, by default we are seeing 'Direct reporting managers', instead we need to see 'All managers' view which is a drilled down version.

Red highlighted the current view, Green highlighted the required as default.
