Recruitment module approval based on AOR

Summary:

In the recruitment module, we would like the same claim functionality that is currently set up for approval rules in the Core HR Module, where if there are multiple people on the same AOR, approvals are sent to everyone and the person actioning the transaction can 'claim' the notification and action this, rather than have the transaction flow to everyone with the same AOR sequentially, forcing everyone to approve every transaction.
