is ship_to purpose mandatory for sales orders

Hello all,

We have a scenario where the customer sites only contain bill_to purpose.

We want to use order management to bool sales orders. These will be only bill only orders. There are no physical shipment of products.

Do we still need ship_to purpose on customer site? if so could you please provide any supporting documentation for this?
