Error loading Taxable Benefit

Error: - You must provide a valid reference to the parent record. Ensure that the parent record is supplied in the same file, or has already been created.

I am attempting to upload a company van into oracle to an employee's Taxable Benefit in Calculation Cards. Currently this employee has no Taxable Benefit associated with their record. I have obtained a template from here https://docs.oracle.com/en/cloud/saas/human-resources/24d/fahbo/example-of-creating-van-and-van-fuel-taxable-benefits-for-the-uk.html

I have changed the relevant data but keep getting the above error. Attached is my .dat file that I am attempting to upload.

Below is a screenshot of the error I am getting and appreciate that there may be more than one issue but need to start somewhere.
