I can't login to my oracle account...Recovery email was changed... Hacked Account

Summary:


I contacted support becuase i wasnt able to receive my recovery email, they said "my account recovery was deactivated" and had to contact technical support which i did and they said "they dont serve free tier accounts and need to contact chat support" which then told me that a separate account was linked to my account that i didnt recognize and had to post here to get support for the hacked account.
