Can I update a Project Build in Rule VB (Redwood)?

Summary: I want to define a rule that when a Destination type DFF is Capital, Project field is Required.

I was able to define the Rule for the DFF but I am unable to update the Build in Rule.

Is there there any way to update the Build in Rule?
