Can we hide System Settings from Saved Searches screen in Opportunity Marketplace?

Some employees are able to access System Settings section to enable search criteria as system search and mark it as system default for all employees. We would like to disable System Settings section from employees so that they don't set default filters in opportunity Marketplace.

We have observed that some employees are able to view System Settings section in saved searches page to enable system search and mark it as system default. This is impacting user experience for employees who do not have any saved search in their logins. We would like to hide this section (not sure when it got enabled for certain users). Is there a way we can identify the population that got this access and to revoke their access? This issue is observed in the last week.
