As per this note,

Foreign currency transaction at User rate
A foreign currency transaction in EUR is entered in the USD primary ledger with a User rate type.
For the primary ledger, the EUR entered amount is converted to USD using the entered EUR to USD User rate.b

For the secondary ledger, the conversion is done in two steps:
1. The EUR entered amount is first converted to USD using the entered EUR to USD User rate.
