Assign a Journey to all employees in the company

we wanted to assign a Journey to all the employees in the company. we have tried to assign Journeys to the CEO of organization - But it says the Journey has been allocated to all 5492 employees but no one see their Journey under My Journeys. It says the allocation status is completed but still not assigned. we also tried HDL but still not working even though we ran the HDL and ran the scheduled process. Let me know the error.
