Refresh Workforce Compensation Changing Eligibility

Summary:

We are testing a workforce compensation cycle in a lower envirnoment. Running the start compensation cycle works as expected, it generates eligibility appropriately. When we run the refresh workforce compensation process, with either plan cycle dates or actual process run date, the process reevaluates the eligibility and makes people who were originally eligible ineligible. When testing the eligibility profiles during the plan configuration the employees came back as eligible. Something within the refresh is changing the eligibility for employees.
