Location SOAP APi throwing error

I am getting this error while calling the SOAP API to create Location

<faultcode>env:Server</faultcode>
<faultstring>access denied ("oracle.wsm.security.WSFunctionPermission" "http://xmlns.oracle.com/apps/cdm/foundation/parties/locationService/applicationModule/LocationService#createLocation" "invoke")</faultstring>
</env:Fault>

Any lead guys ?
