Workforce Compensation Plan: Custom Alert for Peer & Manager Salary Comparison

Hello,
Our organization, which is currently implementing the Compensation module, is considering use cases for the creation of custom Compensation alerts, specifically Compression Flags for tracking Pay Compression as follows:
- Peer Comparison: if the Promotion and/or Salary Adjustment (Merit, Market Adjustment) of an employee results in a proposed base salary that is within 10% of any other employee(s) in the same Job Code, Grade, and Geography Zone, generate a custom informational alert for that respective employee record within the Workforce Compensation Plan.
- Employee-to-Manager Comparison: same scenario as use case (1), but looking to generate a custom informational alert when an employee promotion/salary adjustment results in a proposed base salary within 10% of their manager's current base salary, regardless of Manager's Job Code, Grade, or Geography Zone.
