Approval Rule Configuration for GL Journals in Oracle Fusion

I am trying to configure an Approval Rule to approve GL Journals in Oracle Fusion. The rule needs to include multiple Ledgers, but I’ve encountered an issue: when I include more than one Ledger, the rule stops functioning properly.

If I create separate templates for different regions (e.g., US and MEX), the rules work as expected. However, when using multiple templates, the rules seem to overwrite each other.

Could you please advise on how to configure my template so it works effectively with two Ledgers? Currently, when I use a single template, I identify the rules using the Ledger ID.
