How can I configure Payslip by email to use override from Document Delivery Preference

Summary:

I have configured Payslip by email following Oracle doc Doc ID 1952705.1

The delivery option is set to 'Online' at PSU level (Setup & Maintenance> Manage Document Type) and it is also set to 'Online' at Person level (Document Delivery Preferences). When I run the Generate Payslip process it sends an email with payslip as an attachment when it should not as the delivery preference is set to 'Online' (not 'Paper'). Is there something missing in the bursting SQL in the Oracle doc that it is ignoring the document delivery Preferences?
