Is ther any way to store reports of each employee directly into DOR

We are generating the compensation letters using bursting process and the employee recieves the letter in checklist. Is there any way the merit letter gets automatically stored into DOR or in any way for the admins to view all the employees record together.

Now I am following the method via journeys. However, the employee upon allocation of the journeys will have to upload the letters after downloading it in the DOR. Is there any other way so that the employee doesnt have to reupload the letter and the letter can be viewed for the admins.

Note:

Salary basis used in salary basis based on rates. The admin has to enter only the annual salary in the merit cycle and all the components gets automatically calculated. Another appraoch tried was using Compensation change statement. But, only the annual salary is captured and there is no split ups possible.
