Migrated report from FR to Reports in EPBCS. Reporting is Validating for one Sys Admin, not another

Summary:

In EPBCS we migrated our reports from 'FR' to 'Reports', but when we go in to validate the migrated reports two users are seeing different results. Both users are System Administrators, so they have exactly the same privileges, however when one admin opens up a report to edit they are getting a red bar at the top saying that members need to be updated. The other System Admin is opening the report in edit and is getting a blue bar saying that all of the members are good. In looking closer, it looks like the admin
