Journal Approval for Spreadsheet Journals

I have a scenario on Journal approvals:

User 1 creates a journal in spreadsheet (Web ADI)& it goes to User2 for Approval as per the workflow. User 2 edits the amount tries to approve the journal & Oracle System is accepting it. Is it the expected functionality ?
