In case of Allocations running in the system, will they update gl_balances in multiple steps?

Summary:

From the detail analysis we understood that the extract on GL balances and allocations are running at the same time, while allocations are processing along side. this has caused those 0 balances extract for few CCID's (for new records, which are progressing with Allocation program).

Here is our question :
Can you please clarify that the allocation program run will first keep CCID details in the GL_BALANCES and will update necessary balance(amount) details at later point of time with little delay?

As we are planning to perform enhancement around this, the clarification for Above question is crucial to take care few things from our end. Please provide your update ASAP.
