Customer requires allowances to be loaded on W4 Calculation Card for rehires after 2020

Summary:

Customer has scenarios for employees who were hired prior to 31-Dec-2019, have a break in service and rehired post 01-Jan-2020.
Customer's current system allows 2019 and prior W4 data with allowances for these post 2020 rehired employees.

How do we load allowances for post 2020 rehires?

As per customer, loading Qualifying dependent Amounts for these employees is not an option, and they want to retain prior 2019 W4 functionality especially for allowances for these rehire scenarios.

This is a major showstopper for the customer as they have 1000s of rehires who still use 2019 and prior W4 data.
How are other customers handling these scenarios?
