'less than or equal to' custom property validation check on new forms

Summary:

We are creating new custom activity properties for new forms for our technicians to complete when filling out new customer dockets.

We need to be able to add a validation check against one of the form fields to say that the value entered by the user should be less than or equal to the value entered by the user in a previous field.

Unfortunately we have attempted multiple variations and each time facing an error.

We applied the config (see attached config 1.jpg) however noticed that the validation formula applied is not working as expected - initially believed only 1st digit in each field were being compared e.g. If I said 6 devices were tested in the 'number tested' field, out of 24 total on site - we get an error against the 'total on site' field stating 'total on site should be greater than number tested'? So we understood this to be comparing '6' against '2' - however by contrast if you try and say 11 devices were tested out of a 10 'number
