What privilege grants the ability to 'create' in the Manage Payable Lookups work area?

Summary: Users do not have the ability to 'create' lookups in the Manage Payable Lookups work area. The 'create' button is currently greyed out. Other Oracle support documentation have instructed users to use Manage Standard Lookups, however, not all of our previously created lookups are present in that work area. We will need the ability to create lookups in Manage Payable Lookups. Can you please provide the privilege that allows users to create lookups?
