OSMH: Failed to Update tuned-profiles-oci Packages in OCI

Symptoms

When updating packages in Oracle Linux using OSMH, the following error is seen:

package tuned-profiles-oci-2.22.1-1.0.1.el9.noarch from @System requires tuned = 2.22.1-1.0.1.el9, but none of the providers can be installed 
- cannot install both tuned-2.24.0-1.0.1.el9.noarch from ol9_baseos_latest and tuned-2.22.1-1.0.1.el9.noarch from @System 
- cannot install both tuned-2.24.0-1.0.1.el9.noarch from ol9_baseos_latest and tuned-2.22.1-1.0.1.el9.noarch from ol9_baseos_latest 
- cannot install the best update candidate for package tuned-2.22.1-1.0.1.el9.noarch 
- problem with installed package tuned-profiles-oci-2.22.1-1.0.1.el9.noarch
