Restrict the transaction Application against Receipt untill the Receipt is Cleared

Summary:

Hi Team,

we need to Restrict the transaction Application against the Receipt untill the Receipt is Cleared.

Once the Receipt is Cleared, the system need to show the Apply transaction.

If the Receipt is in Confirmed or Remitted State, System need to restrict the Apply transaction option.

Kindly provide me the solution.
