Summary: Do we need procurement agent assigned to the requester to edit requisition in RSSP ?

If yes, do we need to purchase buyer license


Requirement: User have access to RSSP only (with Self service prodcurement license). They will create requisition with negotiated flag to trigger touchless purchase order creation. Further requester wants to edit requistion like delivery location, price, date etc.
