How to achieve this requirement?

Summary: We have one requirement wherein we need to show restricted account segment values on the charge account based on the category provided in the purchase requisition.

For eg - we have category as 11.2.11.0, based on that charge account is 1120.1110.1001.2345.1001.0000.0000(defaulted) with account segment value as 2345. Now user want to edit the charge account by changing the account segment value from 2345 to 7810 or 7811 but currently it is showing all values for account like 2345,7810,7811,7812,7813 like that in the LOV list but we want to restricted values to the user that is 7810 and 7811.

Is this achievable?
