Transfer Order not getting created for B2B order

We are trying to enable B2B Transfer flow for the client.

As per the flow, SO is getting created in org A, which does not have any on-hand balance. A transfer order is supposed to get created from org B. But the system is unable to create a TO to move the material from org B to org A.

All the steps mentioned in the below docs have been followed
