Customize General Accountant role

Summary:

I need to customize the seeded General Accountant role so that the user assigned to this role is not able to create/view journal entries and do anything related to GL BUT is able to see accounting segments based on the other custom roles by cost center assigned to the user

I saw a lot of related topics here, but haven't found a solution yet. We have cost center security enabled by custom roles, but these roles seem to work only when the user has this CC role + General accountant, otherwise accounting segments are not visible even for cost centers user has access to (context: custom OTBI for expense reports by accounting segment).
