Reference code not pulling through to Payroll Activity report consistently

I have a Voluntary Deduction with a required Document Reference Code on it but when my Payroll processed this element and they all had the reference code 1/3 of them did not pull through to the Payroll Activity report. I rolled back the calculations, reentered the Reference Code and calculated again and this time these missing 1/3 updated to the Payroll Activity report. How is that possible?
