Goal Plan make read only for employee and manager but still add button is coming

Summary:

We need to make previous goal plan as non editable for employee and manager so that it will not be editable, add any new goal.

So we made 2024 goal plan as Editable by only HR, but in redwood Goal center> performance goal still add button is coming and allowing to manager add new goal, for employee it is allowing to click +add button finally throwing error.

Ideally once Goal plan will be read only to employee and manger, there should be no +add button or edit option to edit/ add any goal on that goal plan.

It is working properly in Classic/responsive page, but in Redwood page still showing +add button.
