Recommendation for Maintaining Data Separation Between Plan A and Plan B

My requirement is to ensure there is no linkage between the two plans (Plan A data should not be reflected in Plan B). My recommendation is to maintain two separate catalogs and assign them to different assignment sets. If there are any alternative approaches that might be feasible, please let me know.
