Order Management extension to get eligible ship and debit programs and apply best program

Summary:

Hi Experts,

Our requirement is to provide discount on the Base price based using the best eligible ship and debit program.

As per my knowledge, there is no OOTB feature to provide discount / adjustment using Ship and Debit program.

I am thinking to get the best eligible program using OM Extension and update the line EFF. Based on the line EFF value provide a certain discount or adjustment on the base price.

I know, it is feasible to provide discount/adjustment based on the sales order line EFF value, but can we write an OM extension to get the best eligible rebate from ChRM?
