Employees are able to edit completed development goal.

Summary:

When an employee completes a Development Goal set through offerings, they should not be able to edit the completed Development Goal. The navigation followed for this is as follows: Setup and Maintenance → Actions → Go to Offerings → Workforce Development → Opt-in Features → Career Development → Edit Feature → Completed Goal Edit Option → set to 'Never.' Additionally, we have set the Profile Option 'ORA_HRD_COMPLETED_GOAL_EDIT_OPTIONS' to 'No' at the site level. However, the employee is still able to edit the completed Development Goal.
