How to set up rule in format using Workbench Values

I have one dimension in workbench where I have binary values coming from my data file. I want to setup a rule in the format based on my workbench data, but I am not able to use that value to setup the rule. The only way I see is using system attributes but I do not want to use system attributes.

Can someone guide me how can I use value from workbench and setup rule based on that value in formats?

I am working on ARCS.
