Cannot access HCM Redwood Personalization Helper Tool

I'm trying to download "HCM Redwood Personalization Helper Tool" by following steps mentioned in: "Fusion HCM User Guide: HCM Redwood Personalization Helper Tool (Doc ID 2999756.1)".
I have registered for COC Central Portal but when I'm trying to open the tool link, as mentioned, but I got this error: "No user returned via correlation policy."
