OCI : Network Service Fails To Start with Error "No such file or directory" and "command not found"

Goal
To start the network service successfully without failure
Symptoms
Below error is seen while starting the network service, Due to network service in failed state, system becomes hung every 24 hours as dhclient process not running on the system
