HCM Event Condition Entity Contract not working - Has anyone got it working for Employment Contract?

We are using Employment Contracts to drive some of our Absence Plan eligibility rules for plan enrolment.

You can use HCM Event Conditions via the Entity 'Contract' to create an event such that the event will check for any updates to the Contract details. Then you add the event on the plan via the Additional Details to reprocess enrolments .

But it will not work. When we run the Events Process , the log file shows it has found the event change, in this case a change to Contract Type .

But the process fails with message 'Unable to find assignment’. But I can see the assignment record for the assignment id in the error message in PER_ALL_ASSIGNMENTS_F. So not sure why it's not working. The person is hired and the change made are all before the effective date we pass when running the Events process.
