Person extensible flexfield is not able to edit on candidate Extra Info

We need recruiters to have permission to enter/edit candidates' Extra Information. Currently, this information is provided by candidates when filling out the career/registration page on the external portal. However, in some cases, candidates being added do not have this information completed. This is critical information as it feeds into a uniform/PPE report. When this information is missing, the report is incomplete.

The PPE and uniform size information is available on the candidate's page via the Candidate Search. Recruiters have access to the information and the edit fields, but when attempting to edit, the system is not displaying the fields as editable.
