Talent Review Facilitator is unable to view the notes

Summary:

We are implementing Talent Review process, and are running into issues with visibility of the notes. When a manger leaves a notes in the prepare review area, the facilitators are unable to view the notes. They can see that a note was created for that EE, but when they click on the person, there is no data to view. I have higher access, so i can see it, but they cannot. Facilitators do not have the "HR Specialist role" however we did create a custom role for them, and have added the "ORA_HRT_VIEW_HCM_PERSON_NOTE" privilege to that role. Am i missing
