Need to be create a new PL with some used LE's and BSV's.

Summary:

Suppose we will go for new Primary Ledger creation then how we can attach our current used LE's to PL and again how we will attach current used BSV's to LE.

Mostly, we don't want to create new LE's and BSV's for new PL. in this case how we can achieve the solution.
