How payroll relationship is generated when hiring employees

Hello experts,

how the payroll relationship is generated in Oracle? We hired an employee in China but the Payroll Relationship is in India. In addition, the Relationship Number is not equal to the employee person number.

What could it depend on? Is there a way to modify the Payroll Relationship data by HDL?
