How SO lines become backordered in Order Management

Please correct me if I am wrong, but Oracle tries to reserve the inventory quantity when an SO is submitted. Suppose it cannot find enough on-hand inventory. In that case, the SO appears as Scheduled, and an error appears: "A reservation wasn't created because the reservation quantity is more than the available-to-reserve quantity."

If I add on-hand inventory, the line remains in error even if I run the ESS job, Recover Error, or try to recover an order from within the Fulfillment view.
