Not able to connect my database remotely

Summary:

I'm trying to connect to my OCI database remotely and has been unsuccessful. Also i cant open APEX instance or the SQLWeb.

I think there was an upgrade on my account from 21c to 23 ai but was not successful, hence giving all these problems.
