Isolating View Privilege for "Users and Roles" Tile

Hello,

I've been testing different Function Security Policies and Data Security Policies combinations to be able to add only view access in the "Users and Roles" tile to a Role in Oracle Financial Cloud. How I've been doing this is creating a brand new blank role and adding policies one at a time and then assigning that role to a user and testing the UI with that user. My question is, does anybody know the exact Policies that would grant only view access (no editing) to users in the Users and Roles tile? I have tested all the policies that look
